But the lessons learnt should be owned by Delivery Organisation and should be available in a common folder so that other project teams can browse before bidding for next project.  This way all can help each other. For example, in a meeting with prospect, before the contract is awarded, some interesting and probing questions can be asked by Delivery org., to get clarity and get best estimate that can help all.
