Should curriculum be designed as pieces or as a whole?

The curriculum today has many pieces, but seems not to have a wholeness about it. What are your thoughts? Should curriculum be designed for the whole state or country or in pieces (based on each school)?

Curriculum should be designed as a whole following the axiom

Easy to Difficult

Simple to Complex

Concrete to Abstract

As a student progresses from class I to class II the level of difficulty should be increased.

If we take the case of English, we need to teach the alphabet and their sounds in the first class, simple words and their pronunciation in the second class, sentences and reading in the third class and so on.
