I would suggest to start looking for a new one. If nothing is changing in your job and nothing is about to change (an employee surely can see that), there is no point of loosing your valuable time. I don't think this is an employee's problem but an administration one, so the employee can't act by his own. So, start looking!
In any job on this planet, there is always a room for improvement, such as workplace to be re-organized / Procedure to be less time consuming etc..
You can create your challenge yourself by making an offer explaining the problem, consequences, solution, cost effectiveness, expected results. Then you may sneak into your boss/supervisor 's schedule to show him what you have done.
First you need to identify your own strengths and weaknesses. Accordingly decide on what kind of job you would want to do.
Set up a one-to-one meeting with your manager to discuss your current situation. You should be well equipped with all the data to provide your manager. Current problems, your area of interest, how it can be solved by putting you in a role where you can perform well and help the company in turn. I am sure your manager will help you if you approach with the right kind of reasoning.
If it still doesn't work, you can look for other openings.

Firstly you have to seek what is missing Challenge of your job.You get it from your own creativity and innovation power.Your thinking may not be sure that there is no change for promotion to utilize your creativity.It is Cause for excuse nothing else.
