To motivate and retain key personnel, most of the times option B (Invite personnel to management meeting) works most of the times but other options may also work depending on the personnel's needs and expectations.
Inviting personnel to Management meeting is indeed necessary and courtesy to Retain Key Personnel for both Employer and Employee benefit.
To retain the key personnel I believe that assigning new locations might be a new challenge and new opportunities to any employee to prove himself, taking new additional responsibilities will accelerate his passion to his work and enhance his confidence as well the trust of company in his skills. any employee may need this move to work on his negative points as well to rebuilt his strong points. I don't think that any employee like to be in place without moving toward in his career path unless he is not able to handle new locations.

I agree that within those three alternatives two can strongly affect the talent retain process in the organization :
When key personnel are bumping, you get to go for an interview to identify what is reason actually.
a) New locations may not keep them for long days.
b) Sometimes key personnel even reluctant to be in meeting.
c) Severance packages may also not effective for when they are switching with their potential.
Among3 of them i prefer to engage them in management meeting for express their opinions and accept their logic.
For their retention you can give some benefits like ====
1) Yearly family tour abroad.
2) Office timing (In - Out ) relax.
3) Extra yearly bonus.
4) Allowance for policy making.
5) Allowance for attending seminar or corporate deal.
6) Allow their recommendation or access to recruitment.
7) Designation improved = as in your organogram above Manager there is AGM, but you can designate
them like Senior Manager.
If I should select out of three mentioned.
1. We can't assign new locations as they may or may not like ( may be we can offer new/exciting responsibilities which should help them in career growth).
2. We can invite them for management meeting, Provided there is some thing exciting and interesting for the employees.
3.Good packages and promotion chances / job security will help the most for any management to retain the employees.
