Yes.. most of the time the HR personnel have to be present in the production meeting to understand the difficulties the employees,  facing in their work station. Reason of slow down of work process, or man power statics 

Yes, The main goal of HR department is to make effective use of employees, reducing risks and maximizing ROI and thus adding value to the business

For this  purpose it has to interact with all the departments internally, attend meetings, know the strengths and weaknesses ,departmental wise and even it has to communicate with employees personally to check for problems and errors and try to rectify it for the smooth running of business in the Organization.
