If you want to try deploy and configure network monitoring tool from scratch, then Cacti is the best approach. But, if you just want deploy and use it as it is, you can consider Solarwinds and PRTG Network Monitor.

it depends money v free

Free / open source = Nagios/ cacti / Zabex

paid = Solarwinds / whatsup gold/ HP Open view

For free and opensource I would say Zenoss and Nagios are good tools.

 

For paid tools, PRTG is the best as far as I know
