Hazard information must be transmitted on Material Safety Data Sheets (MSDSs) that must be distributed to the customer at the time of first shipment of the product. The Hazard Communication Standard also requires that MSDSs be updated by the chemical manufacturer or importer within three months of learning of "new or significant information" regarding the chemical's hazard potential.
When Manufacturing a new chemical product the manufacturer has to study and prepare the MSDS of this chemical before the production to avoid any risk during this process then to be approved & submitted with the chemical product for the consumers.
Chemical manufacturers and importers must develop an MSDS for each hazardous chemical they produce or import, and must provide the MSDS automatically at the time of the initial shipment of a hazardous chemical to a downstream distributor or user

If the chemical they manufactured possess any kinds of hazards that may endangered the end users, OSHA requires them to provide MSDS for such item or chemicals
"At the point of production" And even then the manufacture would have done tests and known what the results are and what conditions should be implemented, when used.
When they manufactured and selling the chemicals
MSDS must delivered with every shipments if its new materials or any usable materials
When the Manufacturer company distribute or delivery the new chemicals or any other material at that time the MSDSs will distribute.
