I would hire the one with Initiation because it intakes decision making with every initiation he makes.

a decision-making person is the way to go ...  a person who has initiation might not able to make a decision when an obstacle or different choices appear along the way, a manger most be strong to make decision and more important to take responsibility when he makes that decision!

I would hire the one with initiation, because if you're an initiator then by default you're a decision maker. Initiation needs courage , vision & decision making. which are qualifications that nees to exist in a good manager
