How to allow only one host (for example, a PC) with a specific IP address in a specific VLAN to connect to a specific Cisco switch interface?

You can use VACL (Vlan Access List) to allow only the PC IP Address from this Vlan. Otherwise Private Vlan can be used which is little bit tricky without complete knowledge of Private vlan concept it is difficult to implement.
