Why do managers always complaint that they are very busy while they have a complete team (skilled and less skilled) who are hired to do the work?

There are always things to be added to their priority lists.

Busy in operations, resolving issues, new tasks, old tasks. the coordination, the reports, the blame, the responsibilities, etc 

They are always in need of good distribution of work and good help.

- Poor delegation capabilities

- Micromanagement

- the wish to know all details

- Poor priority management

- Time management problems

- Sometimes, pretending to be busy

- Involvement in activities other than department activities (committee's, task force,....)

Because they will not leave the work to others/team members, always think that they can do it better, so don't act like a manager

There are managers who complain in this context as they wish to take their company to a new level of success and prosperity who strive night and day for the same.They have hired the people in order to tackle petty issues and come into the picture when the issues turn out to be huge and hence the reason of being busy comes into the scenario.

For some managers, its a habit, for others - its an attitude. But there are a few % who are genuinely busy in achieving their corporate as well as team objectives.

After all they are the people to whom the work is assigned and they are the people who are responsible for the completion of the assignment. If everything can be done by the skilled and unskilled person then they do not require a manager at all in the first place.  Managers need to involve themselves in every operation of the project and that is exactly the reason that they are always busy. I am not talking about micro management. i am talking about the situation when a free hand is given to the skilled and unskilled workers.

sometimes the Manager may not see things working his ways at one point or the other but one thing remains; the manager does every thing possible to avoid blames from the Employers through a staff or a team that does not perform accordingly. a different target is given to Managers while managers give their subordinates their targets thereby using them to archive his Targets.

The word Manager means managing everything right !

So is where is the question of Complaining on anything including being busy they are chosen to do manage.

A Manager who complains of being busy is one who is not handling given task up to the Mark !
