Management skills like any other skills can be developed at least to certain extent with most of the employees or managers. Some are naturally good at it so you might need less time and effort than with others, but you can have success with the less talented as well. A good management development program which would combine different methods such as training, mentoring, coaching, self-study etc. can give satisfactory results.
I completely disagree as Management is something that is learned with the time, with the experiences. There isn't any thumb rule that can be applied anywhere, you always have to apply different techniques at different circumstances or even with different teams within same conditions.Yes, there are some factors that contribute & differentiate good from bad managers.

I do not agree completely.
Some people are too stubborn,shy and close minded that we can not successfully develop them as manager in short term.
How ever most of the people have willingness to learn and experiment. If given proper training, environment and freedom they can become manager.
There are ways to see the question.Some are inbuilt managers and some trained managers.To see the difference is how they handle projects,workforce.so you can develop managers.
