In order to hire productivity and better management practices human is more important as compare to resource, individual performance matter in organization while in less resources a better individual utilize it significantly

Both are important, however manpower is a better resource.  Proper management, delegation, administrative skills, labor force, decision-making and critical thinking all rooted from an empowered employees.  Other resources can only be maximized by efficient manpower.
