One of the main reasons why globally spread teams fail or work slowly is the communication policy.
From the beginning, the two (or more) teams/offices should have a clear communication policy. What times to expect answers? Whats the response time? Who to communicate to? Do they know when key members are on holidays/leave etc?
When these factors are understood from the beginning, work and communication take on a steady and consistent flow.
If all teams are slow, its likely they are experiencing the same issues. In my experience, sometimes its down to a lack of respect for each others work.1 team feels the other isn't pulling their weight etc. so they slow down as they level off progress. "Why should we do all the work??" Introducing some healthy competition in the right manner can work.
I would like to go with option B as the team is spread globally it is convenient and cost effective is making a conference call and have the information of progress of the project and status. At the same could able to find out the hurdles for slow progress and have some solution like the other more knowledgeable person who is sitting on the some other region may help them by knowledge sharing over the conference call to cope up with the progress of the project in a good pace.And have the status reported regularly.
