Do you think changes come upward or downward?

do you think organisational changes started from the top management or from the staff? do you need to change in the management first or change in the employees who will implement the changes?

Decision related to Changes always come from the Top Management, however Organizational Changes can not be implemented or effective unless Changes are incorporated by all levels of staff ( Top, Middle and Bottom)

If changes should be implemented in the company its good to get feedback from both part: Management & Staff about situation in the company.
You can discuss any issues with people as HR and feel the atmosphere of the real situation.
Sometimes it happens that one person can spoil many processes in the company.
Doesnt matter level of the position.
But in any case the Boss is main driver in implementing and supporting any changes in the business.Employees are very good instrument in creating initiatives, project management and supporting process.

Any desicion regarding change comes from the top management and then communicated to the organization staff and to implement this change you need someone to lead the change process and to drive the whole organization towards that direction and that is the biggest problem facing organizations, so basically it all strats at the top and then some of these changes are affected by the middle and bottom because with out them the change will not be executed.

There are 2 types of changes that faces an Establishment and it work mutual from top to bottom and vice versa, team work is essential for the success of any organisation if need to maintain high efficiency levels.
It is first initiated by the top if the change is related to managerial decisions such as expansions, reallocation, etc… However most of the technical changes are initiated by lower ranking employees since they are the ones facing any inefficiency if there is any at any level whether it is with a customer, a staff member, machinery, etc….
Lower ranking employees usually initiate the technical change reporting their problems and it’s up to the management to implement new rules to adapt with the demand of their employees and the market.

Change management is formulated by the top management of course, but it should not be forgotten that it is implemented by staffs at various levels, who are (on a functional aspect), the driving force of business..
of any organization.
Hence feedback should be taken from them regarding the various pros & cons of the changes they are facing.
If the feedback suggests changes in top management decisions, then the same should be analysed & implemented..

But the implemenation plan may based on the situation have a bottom up or top down focus.

In my opinion, Organizational Changes have three triggers -- Business Need, Employee Suggestions and External Stakeholder (supplier, customer, shareholder, etc) suggestions.
So instead of looking at changes at top-driven or bottom-initiated, I feel we should look at it from these three perspectives.
