Your question can be interpreted in multiple ways and have many different answers.
I will try to offer my perspective on one of the main challenges: Expectation Management.
This is - When a hiring manager expects to find all the requisite skills in an external candidate. It is the job of the recruiter to educate the hiring manager to the available skill pool and costs associated thereof before triggering a search.
If the recruiter is unable to convince the hiring manager, the mandate becomes a major challenge to fultil.

As an HR professional in past, I can mention few of the challenges a recruiter can face. These are the challenges to the recruiter, however it can be faced with the small amount of tact and by using common sense.
- First of all, it is difficult to match the job description with the bunch if resumes.
- Recruirer faces problems in finding out the right candidate due to various organisational diffrences, cultural diffrences and attitudes.
- The main challange for he recruiter is, he/she should be able to relate the job descriotion to the resume of the candidates. This is time consuming and complex.
- If you are sourcing from internet, you will get thousands of resume for a single position. To reduce the wastage of your time, you can use the various search strings to find out the specific resume.
