What is the difference between pre-tender and post-tender?

Pre-tendering is usually very brief programme where you only have few weeks to submit your tender documents including the programme.
As a result, usually it only contain the critical milestone.
Activities with long durations.
Post-tendering is rather a lot more details.
I includes master programme, design programme, delivery programme, construction programme, T&C programme ....
in each phases of the project.
It usually resource loaded +/ cash flow loaded.

Pre-tender means activities involved in tendering process prior to award of the project i.e. doing budgeting, schdeuling the project.

 

Post-tender activities means taking part in project kick-off meetings, being part of project team for your inputs regarding any consideration you did during pre-tender stage, lessons learnt for future tendering process etc.

The activity to prepare and submit the tender with in stipulated time may be called Pre Tender, it also includes the meeting with the Client or Consultant for discussion or clarification of observations if any before submitting the Tender/Bid.

The activity after opening of Tender which includes the participation in Opening Occassion of the  Tender by the Client, Evaluation of the Bids, Negociation with the client about the Bid if invited. Submission of tantative work schedule , Performance Guaranty , LOA ( Letter of acceptance ) after receiving Letter of Intent from the Client if being the Lowest or Awarded the Work are called Post Tender Activities.

Pre-tender include all the activities prior to the announcement of tenders, which usually involves prparartion of documents and may/mayn't include prequalification, while post tendering means the activities which follows the selection of the bidder/contractor until conclusion of the contract and take over the project.

Tender came form client with a limited time & details called pre-tender where a tenderer's have to rely on the information provided & can raise queries too but have to assume many things in cost.
Once bidding has been done, client may ask for further clarifications about tenderer's technical assumptions, meetings & getting close to contract called post tender.

Pre-tendering will always taken place after contractor received notice of tender which usually being advertised through electronic medium or convention medium that is through news paper.
Notice of tender also sometime being mailed to contractor by the parties who call for the tender.
This type of tender usually call invited tender.
Post tendering is a pre-contract activity and, as such, it is more flexible in its approach.
It does relate back to a milestone document (i.e.
the tender return) but it is not limited to the works carried out under the contract.
