Yes, always.
I read a story of mountain climber, when he was alone in night on the mountain and suddenly he had accident, and fall off and in the end, he was hanging on a rope, it wad pitch black. He called the God and asked for help, he heard the sound "Cut the rope". But he did not cut the rope, and hanged there.
After sometime, a search party found his body, and it was discovered that he was just2/3 feet away from ground. If he believed in God, he could have saved himself.
So, sometime, we have to Cut the Rope, and never lost hope.
The downs strengthen you. We become stronger and rise up to try again. Once you overcome one obstacle it encourages you to do even mightier exploits. The secret is in never giving up on your dreams.
Usually the cross roads of life where the learning and changes happen is in between two hills. The downs are opportunities, ups are when we are satisfied, for a while. That's life, what goes up must come down and what goes around comes around.
