When does an employer decide that an employee is ready to be promoted to the next level? skills, qualities? or just duration of their employment?

There have been stories of some individuals getting promoted to a particular position after just6 months of their employment in a Company whereas some employees of the same Company had to endure a couple of years or more to get there.

It all depends on the situation at hand, (need or urgency), in the beholder' hands (manager) and also on organisational or company policies. If there is need or there arises any urgency, this might call for the promotion. If the manager is greately pleased & satisfied or convinced by the performance of an employee, it might call for promotion. If it is the company's policy to reward employees with outstanding performance or minimum years attached to a job for promotion, this might prompt for the promotion. Also if there is undue influence or pressure from the stakeholders or Top management, this might promot for a pronotion.
