It depends which industry it is.

Though 'Change is good: People should come out of their comfort zone & take a pain to find the right career path'...

In my experience it is the Sales person who keep changing jobs. They are the people who have more contacts with the outside world directly and they are the people who are being normally poached.

From what I have seen Human Resources professionals are changing their jobs. Since the Saudization law, many HR professionals (foreigners) have lost their jobs and have opted to get into either Administration on management level or marketing... major career swap.

Sales is the department that people changes more frequently but as I working in Finance department my opinion is there is much more responsibility applied on the people who working in finance and Human resource department thats why people leave or change.

Of those choices I would say Sales and Human Resources.  Sales people are always moving around, mostly because their employers fire them once they start making "too much" money (which means paradoxically that they're making their employer money by making sales, and are just collecting their commissions).

Human Resources, on the other hand, is a wild west show of headhunting, and short- and long-term consulting, wherein employers are seeking to hire just-in-time employees with the exact skills they want for a period of time.  HR people are supposed to have a pipeline of these people available to turn on at a moment's notice.
