Explain why the primary terminals of a linear transformer do not behave as a short circuit when connected to utility power?

on the primary side of transformer the wire is wound across the magnet which provides magnetic flux linkage to secondary.  There are series impedance and inductance between the terminal thats why it does not behave as short circuit.
