Human behavior of others can't be controlled, whether in the workplace or outside. It can be regulated however by enforcing policies and rules. Humans are individualized and everyone is different in terms of behavior. Rules governing the workplace doesn't specifically control one's behavior, but it does make those uncontrollable behaviors work together and blend to achieve harmony in the workplace. Those people who can't control their negative behaviors will most likely stand out in the crowd and face exclusion from the group, that's why companies offer social exercises, team building programs, conflict resolutions, and workplace interactions to have the employees' behavior regulated and neutralized.
