I think job rotation is an excellent initiative as it gives exposure in different aspects of the business to induviduals who then have a broader understanding of the business. I don't think there should be limitations in terms of levels, as anybody can gain benefit from exposure to a different but relevant element of the business. Job rotation does require some investment in terms of planning, time and management.

To become a PROFESSIONAL, one should be good with many aspects. Of course, there are certain calibrations. CORE COMPETENCIES and allied competencies. One should take a break, from the better understanding point-of-view, to engage in allied competencies, too.
I have worked in an MNC, wherein,
an ICWA (a COST ACCOUNTANT), had been appointed as a Production Line Manager,
a Production Manager have been appointed as a Sales Coordination Manager, etc
Well, this could be an experiment and a calculated-risk, to know and understand, how these people can make difference in DIFFERENT ROLE & DIFFERENT FIELD.
Well, everything depends upon the HR Policies & Management Strategies under such situation. Whatever, they do they do with VERY HIGH PRECISION. They think out-of-box, they DARE, they ACHIEVE.
It takes VISION for such a trend!!!
