From my point of view user/customer experience is key, it is what differentiates your product/service/company in the market and saves you a lot of time and money on the long run on marketing costs, as it generates for you recurring business as well as valuable and qualified referrals.
Your customer/user experience approach is a continuous process of improvement, that you shall keep shaping up and crystallizing according to: customer feedback, organization or company strategy, market changes and competition activities.
If you're speaking of big corporations and multinationals they definitely understand and embrace the concept fully, but for start ups the challenge is how much time and effort the stakeholders are willing to spend to formulate their unique experience.

Here is what is interesting,, User Experience is LEAN- an Agile Methodology. So you can publish something , and after that starting doing the UX Practices , like Usability Testing, Focus Groups etc. and while you are getting feedback on that, you will start amending according to the User Interaction, on Web Design and even Interactions, behavior of components etc.. Many professionals misunderstand between them and mix them, and think its Either Or thing, when its Not.. User Experience is a practice that goes with development all the time.. at all stages, from Early stages to Final.. So Yes, Publish it, if there is a high priority for it, if not wait, and conduct a Usability Testing before publishing it. Good luck
