If by3D object you mean something that is moving in3D space in a scene in a live action footage then yes, there are many3D tracking software each with it's own pros, cons and workflow that will track said object and provide relevant point cloud for use in most popular3D packages.
The process will be redundant but its possible.
Yes and I have done it. You can track a camera and replicate that camera movement in3D, and you can track an object (like face or what have you) and replicate that on a3D model.
