There are a lot of answers and approaches to this question and it is a broad topic which however has generic approaches while others can be tailor made to suit prevailing or industry/company/plant specifics. Be that as it may I think we can categorise requirements for effective maintenance into five maybe six divisions. namely Company Policy and Culture: Skills and Systems available: Managerial Commitment; Change Champion/Agent; Nature and size (type) of plant and or facilities; Costs implications, justifications, payback and condition of plant/equipment or facilities'.
I would then add or list the following points that all form basic and principal constituencies of effective maintenance management. (NB maintenance management should ordinarily start at construction, procurement or with refurbishment - Selection of Proper Materials: Cost Conscious Models and Designs).
The following is not listed in any order of importance or priority and I would not labour everybody with detailed explanations. The points/factors are Management Commitment; Organisational Culture: Management Philosophy and Leadership Styles: Full Knowledge of Prevailing Conditions: Knowledge of Expected Achievable Targets: Proper Use of Technologies; Technologies Available and in Use; Cost Implications and Justifications (with payback, IRRs, ROI/ROCE - Finance people can help here): Involvement of all Departments (it takes more than effective maintenance - not maintenance department alone!!!!; Customer /Client focus; Commitment to Change; Information Availability and Supply; Strategies: Tasks; Decision making; Problem solving; Suitability; Trust; Innovation: Risk taking; Employee Involvement and empowerment. Its a plethora of factors that we can combine to come up with situation requirement. Thanks

ادارة الصيانه هى الادارة المنوط بها الحفاض على اداء المعدات و المبانى بحالة ممتازه دون توقف يعيق الانتاج و ذلك فى الفترة مابين يوم الصيانه الى يوم الصيانه التالى
و لتحقيق ذلك لابد من الاتى:- 1- فهم المعدات كلا على حدى و تحويلها الى اجزاء2-تحديد الاعمال المطلوبه لكل جزء كل فتره سواء يومى او اسبوعى او شهرى او سنوى ....الخ. 3- تحديد عمر كل جزء فى المعدة و متى يجب تغييره و تحديد نوع و كمية و عمر احتياجات كل جزء من المستهلكات مثل الشحم مثلا 4- يشترط ان تكون الخطوه الثانية و الثالثة من خلال تعليمات مصنع المعده بالاضافه الى الخبره 5- يتم تحويل كل ماسبق الى مخطط صيانه زمنى مرفق به احتياجات القسم من قطع الغيار و المستهلكات من خامات و خلافه و ايضا عدد المشاركين فى تنفيذ كل بند من بنود الصيانه
لابد ان يكون المخطط الزمنى متوافق مع خطة الانتاج حتى يتكون المخطط العام للشركة و ايضا الموازنه المالية المطلوبه و مواعيد احتياجاتها و كذلك يكون مخطط قطع الغيار و المستهلكات متاح للمخازن و المشتريات حتى تجد احتياجك فى الوقت المناسب ولا يتم تخزين اى شئ مده زائده او لا تجد ما تريده و هذا النظام هو النظام الاحترافى لاقسام الصيانه
