1 ) Experience

2) Education

3) Skill

4) Age

5) Nationality

6) Gender.

For me all of the above1.Gender : male/female2.Age :18 above as long as you can work3.Education : must be required for communication and self confidence to manage what is his/her position4.Skills : specially compatible on their position5.Experience : very well is the best6.Nationality : Any one can work but must be qualified on their positions

well, priority depends on JD of the position and position itself.

e.g for marketing you need persons with selling skills. nationality, gender age and other thing comes later.

same way for a senior level Management position, Experience matters, then skills then education and then other things.
