I think you put limits to animation job,
it is adorable which mix art with design to give perfect scene to be animated depending on storyboard which already prepared,
its teamwork and if only one made will never be wonderful and senseless
As graduated artist I responsibly say that animation is design and art in one. Why? It is simply academic matter that applies to practice and opposite. To understand this, history of traditional and modern art branches should be examined and the answer on this question should be comprehended by itself.
If we accidentally touch the matter of creative technical workflows towards any artistic peace, well, that is something different that is concerns tools and crafts and might not be a part of this subject.
