In some companies these terms are alternatively used, However I would like to explain them in this way:
- Authorization is what you can do or perform; It is your limit of doing something: to control, to evaluate ... etc
- Empowerment is about your capability to do or execute
For example; You are authorized to supervise employees, and you have the power to fire the employee who doesn't perform very good !
Authorization gives you the authority to Act whereas Empowerment give you the implied authority to Delegate, Act, Control and make your own independent decisions.
First one is a delegated and received and the Empowerment is like a privilege.
