I think inbound logistics should start after agreeing with the seller or the exporter on the way of shipping or freight then coordinating with all responsible parties in both sides for following the goods until reaching to the importer port , delivering the shipping documents to the customs for clearance , inland transportation to the warehouses and storing the goods .
The outbound logistics is the opposite of inbound which including responsibility for the exit or movement of the goods due to local sale or export agreement from the warehouses until reaching to the purchaser including freight and documents .

Definitive accurate paper/email trails MUST be initiated, maintained, confirmed, and I suggest an After Action Review ( AAR) be conducted, especially when new suppliers are utilized, whether by road, air, or sea.
