If a recovery time objective exceeds a maximum acceptable outage for a certain function, what can be done to to reduce the recovery time objective to a more acceptable level? 

or is their any other option other than reducing the RTO??

If a recovery time objective exceeds a maximum acceptable outage for any function, you will need to consider mitigation strategies (for example, investing in more efficient IT disaster recovery capability) to reduce the recovery time objective to a more acceptable level, or else re-assess your risk appetite.
