One of the reasons one person should consider leaving/ changing his job is if that specific job doesn't meet (anymore) his expectations.

If my boss does not listen it means he has a problem. Either he is one way communicator or he has problem with my performance. Best way is to meet and exchange transparent views to reach an agreement. Otherwise I do my work required to achieve assigned objectives. As long as I am not being insulted, doing my job and getting compensated, there is no need to leave.

First and foremost you need to make sure the opinions you are giving are good and beneficial to the company. You can't leave instead you should use different ways to convince your boss and make him listen and obviously if they are good he will be more than happy to implement it.
