Interesting question:)-. I taught English Language and Literature in Pakistan, Somalia, Oman and Nigeria at various levels. I always tried to do justice with my job by fully preparing lectures and other presentations. Later on, during my decades long career in advertising and communication for change, I had the same standards. In all positions that bestow the duty on me to share knowledge, with others, it is our moral obligation to share only certified, evidence-based information. It becomes a huge moral obligation on a person who communicates through teaching, blogging, advertising, copy writing, to share absolutely correct information. Education helps.......but degrees certainly don't guarantee to make us good communicators. A blogger is a communicator and his moral obligation is also huge!

No, just a passion to share her/his/their thoughts period.
Not necessary but will be a big positive. The blogger should have expertise or at least well-versed in whatever they do to be a successful blogger. Your readers want to learn from you and more knowledgeable you are, the better it will be for you and your readers.
Not necessary , writing is God gifted talent ,i saw many blogger not well educated ,but they have observation of current situation ..
