My opion will be .ACRs are secret documents but if the senior officer records an agverse remarks against an employee the same must be communicated to such employee.

ACR should be confidential, however, depending on the policy of your company, the employee should know..Without any problem or issue between the supervisor and employee ACR is not considered a problem, however it will always depend on company policy.
In true sense of Confidentiality, Employee can't get access to ACR but practically it depends on the organization culture
As ACR is prepared by the senior officer and most of the time he discuss that ACR with you / give you a copy of ACR
In some companies, it is also observed that senior officer ask the employee to prepare his ACR and send him for review and further submission.
All this depends on organization culture
But in true sense, it should be confidential
In my opinion, ACR should be confidential. Only the senior management should have access to such reports and can be discussed with the employee at their discretion.
Employee cannot and should not question the senior management as it creates a divide in organizational functioning.
It depends on the definition of "confidentiality"in your organization culture and how it is implemented versus the true need/justification for sharing this info with the employee !
