This depends on the circumstances, on regular basis the aim to attract qualifications with reasonable cost, but in different cases some orgs aims to choose highest qualifications for a certain purpose due to some special needs and depends on different criteria away from cost. On the other hand, high turnover of employees is still valid in some other case. But generally B is the answer.
