I believe both , because you have to listen then implement and try what you just learned .
Even though both listening and reading complement each other, listening carry an edge over the latter as far as learning communicative English is concerned. Better listen to TV news bulletins and speeches on a regular basis to build upon your fundamentals that you must have acquired through thorough reading. needless to say one must start from the grass roots level to become a good communicator.
