I would say A, C and D could be a positive event ...

A) could mean a shorter time if more workers are added to complete the project

C) could mean more funding or a change how the project is completed 

D) with more funding less over time ..less tired people ... more time to work on the project could mean workers working more secure and watching closer what is done therefore this would improve the quality ....
