Definitely, but yet some companies may welcome turnover as it could be a chance for them to have "new blood", fresh approaches.

 

So it will depend on the company situation and its staff.

depend on the company good management, for example some big companies depends on the labors to work in the projects and they have to end their service after the projects finish, or transfer some of them to other projects after doing agreement with them, but still it is some not all, so this case will increase staff turnover percentage, so the good management for hr is the one who can move or remove this case at all.
