HTML is a way to specify the content of your web page, independent of how you want it to look. The advantage is that you can easily make site wide changes to your style, for example changing the colour of links, by changing only the CSS.
One other component is JavaScript, which defines the behavior of your page. It can do field validation, present dynamic content, move things around, and a host of other things.
