REVIEW THE SCOPE OF CONTRACTOR SO B IS THE APPROPRIATE CHOICE .REST OF THE DECISIONS CAN BE TAKEN AFTER THIS CONFIRMATION.
When we turned in test reports and something been missing the report came back as rejected due to missing information and we had to complete the test or furnish the missing parts... therefore I would go with answer
C. Return the report to the contractor with a request to complete the domestic hot water re-circulation balance.
I paid for a service and want it done right and not doing parts of the contractors work or hire an other to finish the job.
I only do it when I have no time and need it ASAP, but than give the vendor a payment penalty for incomplete work...
