What do you mean by Just English? English for legal purposes? Or simply an English degree? And then, what IS a simple English degree? I do not seem to grasp the idea of the question
You don't need a degree in order to teach English to anyone. But if you are looking to get employed as an english teacher/lecturer in an educational organisation, then they might put forward the requirement of a Bachelor (/Master/D.Lit) of Arts degree in English and as well as a Bachelor of Education degree which may vary from organisation to organisation. Besides all the above, an innate passion for teaching and connecting with your students will help you a lot in your teaching career.

+ Degrees have a lot of value which couldn't be denied.
+ Degrees earned are not same as its status depends upon the ranking of the issuing institution.
+ It's a day light fact that many people are more learned in English than Degree holders.
+ Knowing English is quite different than teaching English.
Conclusion:
Teaching English language is only possible when one is enough skilled in English language along with the teaching skills. If these two conditions are met then it's not essential to have a Degree or not.
