I know we need two public IP's, and either two Firewalls or two PC's( for PC's i know necessary config to be done on routers on both sides)
Also i m talking about Open VPN.
You can create Site-To-Site VPN using OpenVPN. You can use this link as a start.

First thing first, Site-to-Site & OpenVPN both are different kind of VPN technologies.
1. Site-to-Site, you need two sites & both should have their Router or Firewall with Security licenses & public IP's configured.
2. OpenVPN, is an open source which can be configured in any Linux machine & does not required Router or Firewall hardware.

Depends how what technologies you are using.
if both ends are Cisco Router = Easy way is use SDM else go manual configuration
if both end are Cisco Firewall = Easy way is to use ASDM else go for manual configuration
