As of the question stated that either horizontal or vertical distances, For me it is a yes. As the name suggests, the Linear dimension commands are used to dimension along straight lines either horizontal, vertical, or inclined lines.

My opinion is NO. Linear means straight lines. Yes Horizontal and Vertical Lines are straight line and so for incline lines unless it is not straight line or CURVES, WAVES, SINUSOIDAL, PARABOLA, etc.

Linear dimension can be used for measuring both horizontal and vertical lines but it can not be used to measure inclined lines.
