When should the project risk manager address risks associated with climate change?

If there is a need to have this study done ... when large deforestation is causing the water table to sink ...large building causing wind problems... a manufacturing plant needs filters to lower pollution...

Most western countries have already laws in effect which calls for a study prior to building a project 

Bund für Umwelt und Naturschutz is an organization in Germany which studies the impact of nature and wildlife 

I believe all of the project risk issues need to be consider as soon as the initiation of the project.

when organizations manages projects that are intended to deliver outputs for long life time span(i.e more than15 years) then a project should consider building resilient infrastructure, locating in less prone areas and most importantly consider the adaptation methods for new legal, social and strategic changes needed to adapt with climate changes
