On IDE drives, optical and HDD, they all have three settings, Master, Slave and Cable Select. Master drives are the primary drive for that particular IDE Channel and have the priority when accessing the southbridge. If you use cable select then whichever drive is on the top/ last IDE connector on the40pin/80wire cable is master and the one in the middle is slave.
If you have a HDD as Master on IDE Channel0 then this would be the first choice for Windows when installing. If you have a HDD as slave and an optical drive as master on this channel, Windows again will select the HDD. So in the end in this case it doesn't reallly matter
