Direct Answer NO , But .

You have first to check , from where do your customers come from  , are they on SM or using other traditional way of searching for goods and services.

Then we can think how to measure the ROI, based on our goal. do we search for generating leads , conversion rate , clicks , revenues , customers acquisition , knowing your goal will make it easy to measure the ROI.

Measuring the ROI , it not easy but is not possible. Using metric tools available , interaction of the SM users , Analyzing the traffics are direct ways to measure the ROI , you have to use them carefully and over time develop the your marketing strategy

You have to get lessons learnt, trying to find the best SM Platform , track your campaign  , reporting results , analyze them and then define new goals.

Sure, Now, many companies in MENA have a high quality Digital Marketing strategies, these clear strategies give them the ability to describe there GOALS to create clear and effective plans with clear ROI

I guess after these tow major steps (Clear Strategies & Clear plan) you can create effective reports that can guide your businesses through social media, I believe in this rule "' If You Can't Measure It, You Can't Manage It "" so i cant start my action plan if i do not know how i'll measure the results

Serve your plan and your pan will serve you :)

Big Thank you for the invitation
