Well yes there is a difference actually. Downstream is your actual line speed, the rate of transfer between your router and the exchange. Download is the connection speed between yourself and a remote server..
Download as reported in your router's status page will almost invariably be greater than your download speed as given by an online speed test.
And so while download may often be referred to as downstream, it is incorrect to do so.
