There is nothing more destructive of a design changes during construction .
But there's nothing more certain than a design changes during construction.
In25 years of experience I have witnessed design changes in all construction stage.
BUT, customer satisfaction is our first rule and so It's our duty to accept the request of our client.
There is a story from my city Naples in Italy narrated from my professor of Construction at University Federico II.
In1737 was inaugurated the Opera House in Naples.
At the inauguration attended by King Charles III of Bourbon who was asked for an opinion.
> (the theater and the Royal Palace were adjacent) The chief of worker heard the words of the king and during the performances - that same evening - digging a tunnel without a sound.
At the end of the performance the King was invited to cross the new connection....
A beautiful example of design change during construction stage! The heroic days are over.....maybe not......

Nothing new, every project i work, in philippines, KSA and here in QATAR design changes are usual. Impact depends on the how it will affect the Project Schedule, the more time it will affect and how much activity it will affect- the more the delays create impact to the Project schedule.

Every delays have a cost in WBS.

To recover delays, PERT-CPM are needed to refered just to jump in other acitivities which will not affect by the design changes.

If the design changes are severe, then a more serious approach to the problem.

If the changes is iniated by client there is nothing to worry. Unless  construction failures are done by contractors  that leads to design changes.
