WIX is the best for drag and drop
There are several I like to use. There's Adobe Dreamweaver, Microsoft Web Essentials, and Google Web Design. I like all of these tools as they offer their own unique benefits, while used interchangeably, can create a really robust finished product. I should note that Web Essentials is deprecated and no longer supported. However, old habits do die hard, and it's just a good product.

as a developer, I had my chances to investigate the most useful website builder founds in today's market and I find that the easiest tool is the Wix free HTML builder as it really gives newbies ability to build a website which really looks good and can be very useful as a personal website. but it worth to mention that if you need to get the full control upon your website, you have to find another way as they charge some extra money to use your website effectively.

If you want anything online, i heared that Wix is better one, but if you looking for local application, you have to get Microsoft Expression Web its the latest one of Front-Page, and its almost hep you to provide quality code.
There are many drag and drop web builders, But I prefer weebly and wix, as they seem to develop a great platform from where user can easily built websites.
I think Microsoft visual studio is the best web design builder.
I recommend Wix or Weebly. For ecommerce sites - Shopify. More free web builders
