Definitely Observation and Measurement; Generalisation, I am not so sure on; if I had to analysis his thought process though, as his observations were categorised into bigger groupings, and the observation that labour needs to have set time breaks during working hours, as "generally" efficiently improved afterwards, then YES generalisation too is correct.
