I think WordPress is the best available option as it give all the updated features regarding SEO and content plugins.

I don't quite understand the question, but if you are implying what is the easiest platform to start with.

If minimalist is your choice I would suggest medium.com but if you are looking for to build a great looking site in the long run then go for Wordpress period.
